This arises from the fact that they are classified as motor vehicles under the Road Traffic Act, with their legal use subject to the same requirements as other vehicles – insurance, a driving licence, number plates and the wearing of helmets. They do not fall within the classifications for registration of a vehicle with the DVLA, cannot be registered as a motor vehicle, and therefore cannot be used on public roads.
