Parallel Parliament - Introduction for the Forum of Insurance Lawyers
Real-time legislative intelligence for insurance lawyers
Parallel Parliament is introducing its parliamentary monitoring platform to FOIL’s membership, built for teams who need to track legislation, litigation-related reform and regulatory activity.
Founded in 2019, Parallel Parliament unifies UK and devolved parliamentary and government information into a single, searchable platform. What began as a free public resource for tracking debates, bills and Government Departments has grown into a subscription service used by MPs, trade bodies, charities, local authorities, and increasingly, law firms, who need faster and more sophisticated monitoring than legacy providers offer.
For FOIL members, this means direct, real-time visibility of the legislative and regulatory changes that shape insurance litigation. Parallel Parliament tracks all MoJ activity and can send immediate, daily or weekly alerts, so you always know as much as you need to, whenever you need to know it.
A key feature of the platform is their Bill Amendment Viewer.
Bills change constantly as they pass through Parliament, and amendments are usually scattered across large, unordered PDFs, and the status of the amendment only recorded in Hansard, making it hard to see what a Bill says at any given moment. Used by numerous Knowledge, Research and PSL teams at global firms, the Bill Amendment Viewer solves this by automatically consolidating every amendment directly into the text of the Bill as it progresses, so you are always reading the current version rather than reconstructing it by hand.
For FOIL members tracking bills such as civil liability, costs or personal injury reform, this means spotting a substantive change to a clause the moment it is agreed, rather than days later, and being able to brief clients on the live position of a Bill with confidence. It also gives a clearer sense of the direction of travel on policy, drawing on related material published by departments, committees and secondary legislation. It is a feature unique to Parallel Parliament.
Parallel Parliament features
- Live transcription of debates and committee proceedings as they happen
- Real-time alerts on Bills, MPs, departments, committees and keywords
- Stakeholder intelligence to identify the right MPs, Lords and committees on a topic
- Downloadable datasets and PDF packs for internal briefings
- Coverage across Westminster, Holyrood and the Senedd
Benefits to FOIL members
- Track legislation efficiently and accurately as it moves through Parliament
- Monitor all activity relevant to insurance and litigation policy
- Spot amendments and consultations early, ahead of client and market impact
- Share alerts and notes firm-wide, reducing duplicated monitoring effort
- A technology-led alternative to traditional consultancy monitoring, at a fraction of the cost
Parallel Parliament gives FOIL members a faster, more accurate way to stay on top of the legislation and parliamentary activity that shapes insurance litigation and their clients’ interests.
FOIL has recently taken out a subscription for the Parallel Parliament service. FOIL Technical Director, Dr Jeffrey Wale comments that ‘the Parallel Parliament service enables individuals and firms to tailor alerts to specific ministerial departments and areas of interest, facilitating access to parliamentary information in a form that suits your needs’.
